Implementation of the STAR Program

  1. All instructional personnel, as defined in s.1012.01(1)(a)-(d), F.S., shall be considered for a STAR award for the 2006-07 school year.
    1. Eligible personnel do not have to apply
    2. Elementary, middle and high school instructional personnel are included

  2. The STAR plan will reward eligible instructional personnel based on improved student achievement.
    1. A bonus of no less than 5% of the eligible, individual teacher's base pay will be awarded
    2. At least 25% of the eligible, instructional personnel will receive the bonus award, unless more than 75% of the district's instructional personnel receive below satisfactory ratings
    3. For those teachers who are eligible in more than one content area, local funds will:
      not be used to award more than one bonus
      award a bonus greater than 5% of the eligible teacher's base pay not to exceed %.
    4. Any remaining funds and any additional funds distributed from a recalculation after April 1, 2007 will be utilized in the following way:

  3. Improved student achievement is the primary evaluation factor constituting at least 50% of the eligibility for receipt of the award.
    1. Instructional personnel receiving an "unsatisfactory" or "needs improvement" rating and/or receives more than one satisfactory rating on the areas evaluated will NOT be eligible for an award. A satisfactory rating in improved student achievement will constitute ineligibility.
    2. The evaluation instrument which will be used to identify outstanding teachers allows for the following ranking levels:
      Outstanding
      High Performing
      Satisfactory
      Needs Improvement
      Unsatisfactory
    3. The evaluation criteria to which the above rankings will apply are the evaluation (s.1012.34,F.S.) criteria listed below:
      Performance of Students (increased learning gains)
      Ability to maintain appropriate discipline
      Knowledge of subject matter
      Ability to plan, deliver instruction and use technology
      Ability to evaluate instructional needs
      Ability to establish and maintain positive relationships with students' families
      Other professional competencies and district requirements (please specify)

    4. A detailed Teacher Evaluation form (DOE sample STAR Plan) will be utilized and a copy attached.
      (Note: For the factors in the STAR evaluation instrument, student achievement will receive a least an equal portion of the weight (50%) as the other factors combined.)

  4. Methods used to measure improvement in student performance over the course of the year are described below and each method is linked to each instructional personnel by course number:
    1. Instructional personnel linked by course numbers to instruction in reading or math.
      (Note: must be standardized test)

    2. Secondary instructional personnel linked by course number to instruction in social studies or science.

    3. Instructional personnel not linked by course numbers to instruction in reading, math, secondary science or secondary social science.

    4. Instructional personnel in specialized areas, including exceptional student education, fine arts, career and technical education, physical education, foreign language.

    5. Instructional personnel in specialized areas such as media specialists, guidance counselors, reading/math specialists, career specialists, curriculum specialists.

    6. Personnel whose support can be directly linked to improved student achievement such as speech/language pathologists, OT/PT, school psychologists.
