Every Child Has a Right to an Education<\/strong><\/p>\n\n\n\n

The Federal McKinney-Vento Homeless Assistance Act states that children and youth who lack a fixed, regular, and adequate nighttime residence are considered homeless.<\/p>\n\n\n\n

If, due to a loss of housing, a child must live in a shelter, motel, vehicle, or campground, on the street, in abandoned buildings, or doubled-up with relatives or friends, then he\/she is eligible to receive services provided under the McKinney-Vento Act.<\/p>\n\n\n\n

The McKinney-Vento Education for Homeless Children and Youth Program is designed to address the problems that homeless children and youth have faced in enrolling, attending, and succeeding in school. Under this program, state educational agencies must ensure that each homeless child and youth has equal access to the same free, appropriate public education, including a public preschool education, as other children, and youth.<\/p>\n\n\n\n

Homeless children and youth must have access to the educational and other services that they need to enable them to meet the same challenging State student academic achievement standards to which all students are held. In addition, homeless students may not be separated from the mainstream school environment. <\/p>\n\n\n\n

American Rescue Plan Elementary and Secondary School Emergency Relief \u2013 Homeless Children and Youth (ARP-HCY)<\/strong><\/p>\n\n\n\n

The American Rescue Plan Act (ARP) was signed into law on March 11, 2021. ARP seeks to deliver direct financial relief to the American people, support the rebuilding of the American economy, ensure the safe reopening of in-person instruction in U.S. public schools<\/strong>, and fund a comprehensive response to the COVID-19 virus.<\/p>\n\n\n\n

Join the Panhandle Area Educational Consortium (PAEC) for the McKinney-Vento Regional Spring 2026 Mini Conference<\/strong>, a one-day event designed to support district liaisons, educators, and community partners serving students experiencing homelessness.<\/p>\n\n\n\n

Participants will receive updates on Florida\u2019s McKinney-Vento Program, explore strategies to support students transitioning to postsecondary education, and learn about tools such as FOCUS and Artificial Intelligence (AI) to assist with student data, communication, and program implementation. A networking lunch will also provide opportunities for collaboration and sharing best practices.<\/p>\n\n\n\n
